The digital transformation of communication has fundamentally reshaped the theory, practice, and evaluation of public relations (PR). Contemporary organizations increasingly rely on strategic public relations to build stakeholder relationships, protect organizational reputation, manage crises, and support organizational decision-making within highly interconnected communication environments. This review synthesizes current scholarship on strategic public relations by examining its conceptual foundations, theoretical perspectives, digital communication landscape, strategic practice, measurement and evaluation frameworks, research methodologies, and emerging challenges and opportunities. The paper explores stakeholder theory, relationship management theory, excellence theory, framing theory, and digital engagement models that underpin modern public relations practice. It further discusses the influence of digital media, artificial intelligence, social media, data analytics, influencer communication, and integrated communication strategies on organizational communication. Particular attention is given to contemporary approaches for measuring communication effectiveness through outcome-based evaluation, accountability frameworks, and internationally recognized standards such as the Barcelona Principles 3.0. The review also highlights methodological advances in public relations research, including mixed methods, sentiment analysis, social network analysis, and big data analytics. Finally, emerging issues including misinformation, declining public trust, ethical concerns, technological disruption, and globalization are examined alongside opportunities created by digital transformation. The review concludes that strategic public relations has evolved into a strategic management function that contributes directly to organizational resilience, stakeholder trust, and sustainable competitive advantage. Future research should continue exploring artificial intelligence, predictive analytics, and data-driven stakeholder engagement within increasingly complex communication environments.
